Nearly every government recruitment asks for one of three documents: a caste certificate, an income certificate, or an EWS (Income and Asset) certificate. Candidates lose confirmed selections at the document verification stage over these — not because they were ineligible, but because the certificate was in the wrong format, from the wrong authority, or expired.

This page covers what each one is, how to apply online, and the validity rules that actually cause the rejections.

The three certificates, and which one you need

CertificateWho needs itWhat it proves
Caste certificateSC, ST and OBC candidatesThat you belong to a notified category
OBC Non-Creamy LayerOBC candidates claiming reservationCategory and that family income is under the limit
Income certificateFee concessions, scholarships, welfare schemesAnnual family income
EWS / Income & Asset certificateGeneral category candidates claiming the 10% EWS quotaIncome and that family assets are under the limits

An SC or ST candidate needs a caste certificate and nothing more for reservation. An OBC candidate needs the Non-Creamy Layer version — a plain caste certificate is not enough and is rejected. A general-category candidate claiming EWS needs the Income and Asset certificate, which is a different document from an ordinary income certificate.

Where to apply

Certificates are issued by state revenue departments, so the portal depends on your state:

StatePortal
Andhra PradeshMeeseva / GSWS village and ward secretariat
TelanganaTelangana MeeSeva
Most other statesThe state e-District portal, reachable through serviceonline.gov.in

In Andhra Pradesh you can also apply in person at your village or ward secretariat, which is usually faster than the online route for a first-time applicant because the volunteer checks your documents before submission.

Documents you need

For a caste certificate:

  • Aadhaar card of the applicant
  • Proof of residence — ration card, voter ID or electricity bill
  • Your father's or grandfather's caste certificate, or the family's old revenue records. This is the one that holds applications up. Caste descends through the paternal line, and without a prior family record the Tehsildar has to order a field enquiry.
  • School transfer certificate or the SSC/10th certificate, which usually records caste
  • Passport-size photograph
  • A self-declaration on the prescribed form

For an income certificate:

  • Aadhaar card
  • Proof of residence
  • Salary certificate or Form 16 if any family member is salaried
  • ITR of the last financial year if filed
  • Land records (pattadar passbook, 1-B) if the family owns agricultural land
  • Ration card, which indicates family composition
  • Self-declaration of income

For an EWS certificate you need everything on the income list, plus asset proof: land holding records, property documents and a declaration covering residential flat and plot sizes. The verification is heavier because the officer has to certify assets, not just income.

The EWS limits — all of them have to be satisfied

A candidate qualifies for EWS only if the family is not covered by SC, ST or OBC reservation and meets every one of these:

  • Gross annual family income below Rs 8 lakh
  • Agricultural land under 5 acres
  • Residential flat under 1,000 square feet
  • Residential plot under 100 square yards in a notified municipality
  • Residential plot under 200 square yards outside a notified municipality

"Family" here means you, your parents, your unmarried siblings, your spouse and your children below 18. Income means all sources — salary, agriculture, business, profession — for the financial year before the year you are applying in.

Failing any single limit disqualifies you, even if the other four are comfortably met. A family earning Rs 2 lakh a year but holding 6 acres is not EWS.

Who has to sign it

This is the detail that invalidates the most certificates. For central government recruitment, the EWS Income and Asset certificate must be issued by an officer not below the rank of Tehsildar — typically Tehsildar, Sub-Divisional Officer, Deputy Commissioner, Collector, Revenue Officer or Executive Magistrate.

A certificate signed by a Panchayat Secretary, a Village Revenue Officer or a notary is not valid for a central government post, however genuine the information on it. Confirm the designation on the certificate before you upload it anywhere.

The same applies to format. Central recruitments require the EWS certificate on the prescribed proforma, which is attached to the notification itself. A state-format income certificate will not substitute for it. Download the annexure from the notification and take it to the Tehsildar office.

Validity — the rule that catches people out

A caste certificate for SC and ST does not expire. Issued once, it is valid permanently. You do not need a fresh one for every application.

OBC Non-Creamy Layer and EWS certificates do expire. They certify income, and income changes. Recruitments normally require a certificate issued for the current financial year, or within the last twelve months.

And this is where selections are lost: the certificate has to be valid as on the cut-off date stated in the notification — usually the closing date of the application, sometimes the date of document verification. A candidate who applies in March with a certificate from the previous financial year is not eligible, even though the certificate itself is only a few months old.

Read the cut-off date in the notification, check the date on your certificate against it, and renew first if there is any doubt. Renewal takes weeks; document verification does not wait.

Fees and processing time

The government fee is small — usually under Rs 50, with a service charge at the Meeseva or e-District counter. Anyone asking for more than a couple of hundred rupees is overcharging you.

Processing is typically 7 to 30 days. A caste certificate with no prior family record takes longest, because it triggers a field enquiry by the revenue inspector. EWS certificates take longer than plain income certificates for the same reason — assets have to be verified.

Apply the moment you decide to sit an exam, not when the application window opens. The certificate is the single most common reason a candidate misses a deadline they were otherwise ready for.

Problems candidates hit — and what to do

"My application has been pending for weeks." Track it with the acknowledgement number on the same portal. If it is stuck at the field-verification stage, visit the Tehsildar or MRO office in person with your documents — pendency is almost always a missing paper, and nobody will call you about it.

"My application was rejected and I do not know why." The portal records a rejection reason against the acknowledgement number. In practice it is nearly always a mismatch: the name spelling differs between Aadhaar and the ration card, or the address does not match the residence proof. Fix the mismatch and reapply rather than reapplying unchanged.

"I have a caste certificate but the form demands Non-Creamy Layer." They are different certificates. The NCL version certifies income as well, so you need to apply separately with income documents.

"My certificate is in the state format and the notification wants its own annexure." Download the annexure from the notification, print it and take it to the issuing office. Most Tehsildar offices will issue on a central proforma when asked — but only if you bring it.

"My father's caste certificate is not available." Old revenue records, the family's land records, or your own school records recording caste can all substitute. Your school transfer certificate is often the easiest surviving proof, so start there.

"I need it before the deadline and there is no time." Apply in person rather than online, at the village/ward secretariat in AP or the Tehsildar office elsewhere, and say which recruitment deadline you are up against. Carry every document on the list — a second trip costs you another week.

Frequently Asked Questions

How do I apply for a caste certificate online?

Apply through your state portal — Meeseva in Andhra Pradesh, MeeSeva in Telangana, or your state e-District portal via serviceonline.gov.in. You need Aadhaar, residence proof, a prior family caste record such as your father's certificate, and your school or SSC certificate. In Andhra Pradesh you can also apply at your village or ward secretariat.

What is the income limit for an EWS certificate?

Gross annual family income must be below Rs 8 lakh from all sources, for the financial year before the year of application. You must also hold under 5 acres of agricultural land, a residential flat under 1,000 sq ft, and a residential plot under 100 sq yards in a notified municipality or under 200 sq yards outside one. Every limit has to be satisfied.

Does a caste certificate expire?

An SC or ST caste certificate does not expire — it is valid permanently once issued. OBC Non-Creamy Layer and EWS certificates do expire, because they certify income, and most recruitments require one issued for the current financial year.

Who can issue an EWS certificate for a central government job?

An officer not below the rank of Tehsildar — Tehsildar, Sub-Divisional Officer, Revenue Officer, Deputy Commissioner, Collector or Executive Magistrate. A certificate from a Panchayat Secretary, Village Revenue Officer or notary is not valid for central recruitment.

What is the difference between a caste certificate and an OBC Non-Creamy Layer certificate?

A caste certificate only establishes that you belong to a notified community. The Non-Creamy Layer certificate additionally certifies that your family income is under the prescribed limit, and it is the one required to claim OBC reservation. A plain caste certificate is rejected for that purpose.

How long does it take to get these certificates?

Usually 7 to 30 days. A caste certificate with no prior family record takes longest because it triggers a field enquiry, and EWS certificates take longer than plain income certificates because assets must be verified. Apply well before any application deadline.

What is the fee for a caste or income certificate?

The government fee is small, usually under Rs 50, plus a service charge at the Meeseva or e-District counter. Anyone demanding more than a couple of hundred rupees is overcharging.

My certificate is in the state format but the notification wants its own annexure. What do I do?

Download the prescribed proforma attached to the notification, print it, and take it to the Tehsildar office to be issued on that format. Most offices will do this when asked, but only if you bring the form with you.

Why was my certificate application rejected?

Most rejections are data mismatches — a name spelt differently on Aadhaar and the ration card, or an address that does not match your residence proof. The portal records the reason against your acknowledgement number. Correct the mismatch before reapplying.
